Scrapkit - ptu kit also by Kat called 'Winter Girl' available from NK Art Shop
Mask - I am using Babes Mask 16 which you can find here
Font of choice - I am using leaf1
OK - Open a new image in PSP 700x600 floodfill white
Copy Frame16 from the kit, resize and paste as a new layer, sharpen
Click inside the frame with magic wand, selections, modify, expand by 5
Copy Paper3, resize and paste as a new layer, selections, invert, delete and drag below frame layer -copy & paste element 11, resize, position and hit delete again, select none, sharpen more
Drop shadow frame 0 0 70 5 black
Copy element 10, resize and paste as a new layer to the side of the frame, sharpen
Resize flowers 48 & 45 and position at the bottom, sharpen both
Copy rose 3, resize, sharpen & position at top corner of frame
Copy & paste element 30, resize and position below the rose layer, sharpen
Type the word 'innocence' or word of choice, rotate 90 degrees left and position in the tag
Resize bow32 and paste as a new layer, position above the hearts, sharpen & drop shadow
Add your tube, resize if necessary & position
Drop shadow 3 3 70 9
Hide background layer and merge visible all other layers
unhide background and add a new raster layer above it, select all
Open Paper 01, resize and paste into selection
Apply mask, delete and merge group
Copy element 8, resize and paste as a new layer above the mask layer
move into position, sharpen
Add your name and add noise at uniform 40
drop shadow 2 3 67 7
Add your copyright information
delete background layer & save as a Png!
