Mask of choice - I am using the old faithful wsl 84
Font of choice - any scripty font
eye candy gradient glow
OK -open a new image 600x600 floodfill white
copy & paste the clock, resize
paste your tube as a new layer, resize if necessary
add the champagne bottle & one of the glasses
position the flag behind the bottle
drop shadow all elements 0 0 70 5
add a new raster layer above the background layer, select all
copy & paste paper 4 into selection. select none
apply mask, delete and merge group
copy the confetti and paste as a new layer above mask layer, resize
add wordart 2, resize and sharpen, position to the side
hide background layer and merge visible all other layers
resize and crop
add your name and apply a gradient glow using #a08d52
add any copyright info
delete background and save as a Png
